Özet
Küreselleşme, yeni sağ ideolojinin biçimlendirdiği neo-liberal politikalarla, özellikle 1980 sonrası dönemde bütün ülkeleri içine alacak yaygınlıkta, ekonomiden siyasete, toplumsal yapıdan kültürel kodlara kadar hemen her alanı yeniden şekillendirmiştir. Elbette bilgi toplumunun temel yapı taşı olan yükseköğretim sistemi de bu değişimden etkilenmiştir. Çalışmada, neo-liberal politikaların devlet ve kamu yönetimine, kamu yönetimi içinde de özel olarak yükseköğretim sistemine etkileri tartışılmaktadır. Bu çerçevede neo-liberal politikaların küresel kapitalist sistemi yeniden tanımlama ve inşa etmenin bir aracı olduğu; devletleri ve kamu yönetimi sistemlerini işlev, süreç, sistem ve personel bakımından dönüştürdüğü; yükseköğretim sistemlerinin de bu dönüşüme ayak uydurduğu ve giderek neo-liberal politikaların geliştirilmesinde, yerleştirilmesinde, yaygınlaştırılmasında ve kısaca başarısında bir araca dönüşme tehlikesiyle karşı karşıya kaldığı değerlendirilmiştir.

Abstract
Globalization, with neoliberal policies that has been shaped by the new right ideology, has reshaped almost every field from economy to policy, from social structure to cultural codes all over the world especially in the period after 1980. That is for sure that the higher education system which is the main constituent of information society has also been affected by that change. In this study, the effects of neo-liberal policies on state and public administration, and especially on higher education system in the structure of public administration were discussed. In this context, it was concluded that neoliberal policies are the tools of redefining and constituting the global capitalist system; they have changed the states and public administration systems in view of function, process, system and staff; higher education systems have kept up with this change and they have faced with the threat of becoming a tool in the development, placement, dissemination and briefly success of neoliberal policies.
