Özet
Küçük ve Orta Ölçekli İşletmeleri Geliştirme ve Destekleme İdaresi Başkanlığı (KOSGEB) 1990 tarihinde 3624 sayılı kanun ile kurulmuştur. KOSGEB, Sanayi ve Teknoloji Bakanlığının ilgili kuruluşu olup, tüzel kişiliği haiz ve bütün işlemlerinde özel hukuk hükümlerine tabi bir kamu kurumudur. Amacı; ülkenin ekonomik ve sosyal ihtiyaçlarının karşılanmasında KOBİ’lerin ve girişimcilerin payını ve etkinliğini artırmak, rekabet güçlerini ve düzeylerini yükseltmek, sanayide entegrasyonu ekonomik gelişmelere uygun biçimde gerçekleştirmektir.
2009 yılına kadar imalat sanayiinde yer alan KOBİ’lere destek veren kurum, 2009/15431 sayılı Bakanlar Kurulu kararı ile hizmet ve ticaret sektörlerini de desteklemeye başlamıştır. Dolayısıyla ulusal çapta imalat, hizmet ve ticaret sektörleri KOSGEB’in geliştirilmesinden sorumlu olduğu alanlar arasına dâhil edilmiştir.
Çalışmanın amacı KOSGEB tarafından sunulan yerinden hizmetin, ilin iktisadi hayatına katkı düzeyinin gündeme getirilmesidir. Bu bağlamda Ağrı KOSGEB İl Müdürlüğü örneklem olarak alınmış olup, Ağrı KOSGEB Müdürlüğünün ilin kalkınmasına yönelik faaliyetleri ele alınmıştır. Çalışmada; literatür taraması ve yüz yüze görüşme yöntemi kullanılmıştır.
KOSGEB Ağrı Müdürlüğü yetkilileri ile yapılan görüşmeler sonrası 2011 yılında faaliyetlerine başladığını, kurulduğu yıldan itibaren Ağrı’nın ekonomisine ve geleceğine katkı sağlamak için girişimcileri ve KOBİ’leri destekledikleri, 2019 yılına gelinceye kadar 5 binden fazla kişiye girişimcilik sertifikası verildiği ve 10 milyon TL’den fazla geri ödemeli/geri ödemesiz destekler KOBİ’lere kullandırıldığı elde edilen bulgular arasındadır.

Abstract
Small and Medium Enterprises Development Organization (SMDEO) is founded in 1990 with the law no. 3624. SMDEO is a ministerial institution that is either related with the Ministry of Industry and Technology or has a legal entity and subject to the provisions of private law in all its operations. Its aim; to increase the share and efficiency of SMEs and entrepreneurs in meeting the economic and social needs of the country, increase their competitiveness and levels and achieve integration in industry in accordance with economic developments.
Supporting SMEs in the manufacturing industry until 2009, the institution has started to support the service and trade sectors with the decision of the Council of Ministers with the law no. 2009/15431. Therefore, national manufacturing, service and trade sectors are included in the areas in which SMDEO is responsible for the development.
The aim of the study is to bring the level of contribution to the economic life of the province provided by SMDEO to the agenda. In this context, Ağrı SMDEO Provincial Directorate has been taken as a sample and the activities of Ağrı SMDEO Directorate for the development of the province have been discussed. After interviews with officials of SMDEO among our findings are; started its activities in 2011, to support the entrepreneurs and SMEs to contribute to Ağrı's economy and future since its foundation, more than 5,000 entrepreneurship certificates were issued until 2019 and supports more than 10 million TL refundable / non-refundable support to SMEs.
