Abstract


THE EFFECT OF E-GOVERNMENT APPLICATIONS ON LEADER MEMBER EXCHANGE
Leaders’ interaction with employees affects the relationship and communication between the two. At this point, the following question comes to mind: “What is the optimum level of relationship between managers and employees?” The leader-member exchange theory is closely concerned with the answer of this question. Another relevant question here is “What are the determinants of leader-member exchange?”. One of the novelties that affect every stage of management along with developing technology is e-government. Evolving e-government applications have given a new dimension to leader-member exchange. Ever since they began to be used in Turkey, e-government applications have brought innovations to many areas. The benefits and harms of these applications have also been a matter of debate in academic circles. This study attempts to reveal the effects of e-government applications in the context of leader-member exchange. We conducted a qualitative survey to determine the effect of e-government applications on manager-employee relationships. Interviews were carried out with 10 public employees (5 employees, 5 managers) for collecting data. Answers were sought to questions such as "What is the level of exchange from the point of view of the superiors?”, “What is the level of exchange from the point of view of the subordinates?”, “How do e-government applications reflect on the exchange?". With the research findings, it is aimed to determine the problem in terms of employees and managers and provide solution suggestions as well as contributing to the literature.
