Abstract


DEPORTATIONS OF GREEKS İN TURKEY AND 1964 ENACTMENT
States occasionally pursue a conflict-resolution strategy through coercive diplomacy with the aim of guaranteeing their security. Deportation is one of the practices within this strategy. In response to the acts of violence performed against the Turkish society living in Cyprus in 1963-1964, Turkey attempted to enable the security of the Turkish society on the island within legal framework and the rights granted by treaties. Upon failing to achieve the desired result via this policy, Turkey decided to take a different tack. Therefore, firstly it annulled the treaty signed with Greece in 1930, and put the Enactment of 1964 into practice subsequently. This practice was based on the strategy that it would make Greece withdraw its support from Makarios on the island; however it failed to do so. Deportation of the Greek of Turkish nationality and Enactment of 1964 constitutes a part of Turkey’s Cyprus policy.
