Abstract


EU COMMON ENVIRONMENTAL POLICY AND EVALUATION OF TURKEY’S ADAPTATION
Environment and environmental policy concepts are among the most arguable topics. ‘Environmental discourses’ such as environmental policy and environmental law have been brought to agenda thanks to formation of industrial society. Several factors such as air pollution created by industrialization, rapid and unplanned urbanization formed with population increase, extension of cities towards natural and rural areas, widespread usage of agricultural pesticide, increasing dependency on fossil fuels has formed the basis of environmental policies taking its shape since the second half of the twentieth century. An environment policy became official as late as 1987 in the European Union (The EU) with Single European Act (SEA), and was involved in constitutive treaties. Today, The EU Common Environment Policy (CEP) have continuously developed through various environment action policies. Environment policy has also maintained its importance for the countries in the process of joining the EU in terms of harmonization for the EU legislation. In this study, the evolution of the EU-CEP and the adaptation of Turkey towards the EU Acquis are considered. In this context, the harmonization progress of Turkey with respect to implementing the criterion of CEP of the EU is evaluated.
