Abstract


İBN-İ HALDUN'S CONSIDERATIONS ON THE THEORY OF THE STATE AND THE MANAGEMENT OF TURKISH-ISLAMIC STATES
The great thinker Ibn Khaldun, who lived in the 14th century, opened a new door in the intellectual world of his era with his original and rational views on various issues in the field of Social Sciences. Ibn Haldun, a scientist and a statesman personally involved in the administration, left quite concrete works such as "Mukaddime" in the field of government and administration. In these works, Haldun developed not only the criticism of his period but also the classification of the forms of administration which he witnessed at the same time and e has tried to predict the possible future of these administrations. These predictions of Haldun were highly influenced by the conjunctural structure of his time and the society he lived in. For this reason, predictions are sometimes far from universal. In this study, Ibn Haldun's predictions were tried to be interpreted over the Turkish-Islamic States, which are not far from the Muslim-Arab society and state tradition, which he himself is both an individual and a manager. Although the Turkish-Islamic states sometimes oppose the practice of Haldun in an authentic way, mostly Haldun's predictions have not developed as he expected. However, Haldun is very valuable for universal science in that he draws a systematic framework for his thoughts on management and thinks his thoughts within this framework as a first thinker while writing in a method.
