OBSTACLES TO ENABLING WOMEN TO PARTICIPATE IN THE HUMAN RESOURCES DEVELOPMENT SYSTEM - THE ALGERIAN WOMAN AS A MODEL-
One of the most important development goals in the Arab countries lies in the issue of empowering Arab women and increasing their participation in economic life. All researchers in the field of sustainable development agree that there is no room for progress or sustainable development without the positive and effective participation of women in economic, political and societal construction. Maybe one of the most prominent examples of this participation is that the role played by women and the mechanisms developed by some Arab countries in order to employ their productivity for economic growth and sustainable human development today needs an assessment to monitor the various obstacles that stand in the way as a stumbling block. For the Algerian women who have recently entered several fields, including the politician and the parliamentarian, have proved that they are capable of going into areas that were the preserve of men in a society that has not yet been rid of the male domination referred to by several social researchers, most notably the anthropologist Pierre Bourdieu. Algeria today is on a threshold of experience and awareness that makes it play an active role in social, human and economic development, but the opportunities available to women within the human resources development system remain inadequate and our duties today and more than ever need to overcome those problems that hinder the process of women empowerment and their participation in it, because responsibility is shared between the society with its members and the official state institutions. In this article, we will try to address the issue of the societal responsibility of Algerian women and their children in the work market in general and in the most serious way to enable them to increase participation in the human resources development system, and we will start from the following problematic: what are the obstacles to the empowerment of Algerian women and their participation more in the system of Human resources development?
