Abstract
ASSESSMENT OF THE EXAMINATION AND REGULATIONS FOR THE CERTIFICATE OF DRIVER'S VOCATIONAL COMPETENCE (SRC) IN HIGHWAY PASSENGER AND FREIGHT TRANSPORTATION AND SYSTEM RECOMMENDATIONS IN THE TECHNOLOGICAL CONTEXT
The most important of the legal regulations related to the highway transportation in Turkey is the Highway Transportation Law. Highway Transportation Law is based on the objectives of determining working conditions of workers in the transportation sector, maintain order and security in transportation, and contribute to the national economy in this manner. On the other hand, another legislation that draws attention to the highway transportation is known as the Regulation for Highway Transportation. This regulation includes information for the authorization documents required for the continuation of commercial activities in highway transportation, the conditions for obtaining authorization documents, and other conditions related to transportation. Certificate of Driver's Vocational Competence (SRC) is one the related authorization documents, which is heard often last years and required for the drivers wanting to perform highway transportation. In order to receive the SRC, the most recent legal amendment related to the SRC was made on 27.10.2016. With the protocol signed between the Turkey Ministry of Maritime Transport and Communications and the Turkey Ministry of National Education. Along with this amendment, some changes have been made in the training curriculum and examination system required to obtain the SRC. In the context of the explanations, objective of this study is to provide a general review for the SRC, SRC examinations to receive the certificate, and regulations with the latest updates, and give some suggestions for the system mechanism by considering today's current technologies (i.e. Artificial Intelligence, Cloud Computing, Big Data). Within the study, some essential information about the SRC, related regulations, recent updates, and similar applications on the international level were given, the changes that occurred within the scope of the examinations after the transfer to the Turkey Ministry of National Education were examined with the support of numerical data and finally, some suggestions aiming also improving awareness were provided.
