Abstract
THE EFFECTS OF HIS AND ERP SOFTWARE ON MEDICAL FACULTY HOSPITALS' BUDGETS
In order to improve the quality of health services and to decrease costs hospitals need to invest more in information technologies nowadays. In the literature, Hospital Information Systems (HIS) is defined as systems that can record data by using an information system and make data transfer online in clinical environments. Medical Faculty Hospitals (MFH) differ from other public and private hospitals with respect to the legislations and implementations. Medical faculty hospitals also differ from other health institutions by having more expense items. In order to manage these expense items effectively, HIS structural compatibility is of great importance and it is foreseen that enterprise resource planning (ERP) systems integrated within HIS decreases the debts of medical faculty hospitals. The aim of this study is to investigate the relationship between medical faculty hospitals debts and HIS and in the light of the findings to make suggestions about using ERP in order to decrease the debts. HIS that were generally preferred by medical faculty hospitals have been investigated and interviews were conducted with firms developing HIS software. While comparing modules of different HIS preferred by medical faculty hospitals, HIS purchasing guidelines that was published by the Ministry of Health was used. As a result it is found that there are deficiencies due to the absence of ERP modules either integrated into the HIS software or separate modules that can comply with different HIS. Suggestions were made for eliminating the structural deficiencies of HIS software in order to minimize the debts of medical faculty hospitals.
