Abstract
THE IMPORTANCE OF THE LOCAL GOVERNANCE ON SOCIAL POLICIES AND THE EMPOWERMENT APPROACH: BAYRAMPAŞA IMPLEMENTATIONS
With this study, the model is put in order to produce new solutions for today’s post-modern social problems. This is known the empowerment approach which is adopted basically implemented in local, human focused and empowerment of the individual. Thereby, it is aimed to reach to the empowered society with the empowered individual. With this aim, the state is seen as the prime actor and private sector, civil society, and non-government organizations are adopted as complementary and participatory actors. Besides the priority should be given protective and preventive policies, also especially be given the importance by using intervening policies for the people who are out of the system and disadvantaged. In the first part of the study the definitions of social policy, the process of evolution and the importance of the local implementation of social policy were explained. In the second part, the definition, legal and institutional bases, actors, aims and outputs of empowerment approach are introduced. In the last part, the implementations according to empowerment approach done by Bayrampaşa District Governorship and Social Assistance and Solidarity Foundation are studied.
