Abstract
SYRİAN REFUGEES: İN THE CONTEXT OF OTTOMAN’S APPROACH TO MİGRATİON AND RESSETLEMENT İSSUES DURİNG THE LAST PERİOD
The phenomenon of migration and the socio-economic problems that brought by migration brings are almost as old as human history. Throughout history, people have sometimes voluntarily moved, but sometimes they have had to migrate for reasons such as wars, natural disasters, exiles, or resettlement policies. In the recent times, when the state began to weaken in the Ottoman Empire, many Muslims in the lands, especially in the Balkans and in the Caucasus, have fled to Anatolia. These people who are trying to be placed in the proper places by the state have encountered some new problems in the regions they are in. In this study, instead of the wars, migration movements occured in the last century and the influence of these migrations on the society of Ottomoan; the situation of the refugees coming to Anatolia as a result of the migration movements have been discussed. Firstly, the settlement policy followed by the state for the refugees and the measures taken by the state authorities for immigration and immigration problems were emphasized. The settlement and settlement problems, livelihoods, education and health problems that the settled or compulsory settled residents called the refugees encountered in the settlement areas were emphasized. Finally, the measures to be taken on the Syrian refugees through the Ottoman experience have been discussed. With this study, it is aimed at contributing to the solution of the problems encountered by Syrian refugees and the migration policy of Ottomon Empire in 19th century.
