Abstract


COMPARISON OF SCHOOL AND TEACHER AUTONOMY IN TURKEY AND EUROPEAN COUNTRIES
This study aims to find out to what extent the schools and teachers have autonomy on curricular content, teaching methods and pupil assessment in European countries and Turkey. One of the qualitative research methods called document analysis is used as a method for the study and the documents named as 'School Autonomy in Europe: Policies and Measures' and 'Responsibilities and Teacher Autonomy' documents prepared by EURODICE are investigated for European countries. Instructions, circulars, regulations and internal audit reports published by Ministry of Education in Tebliğler Dergisi and Official Gazette are used for investigation of Turkey's school and teacher autonomy. It is seen that most of the European countries and Turkey's school and teachers have no right to change the compulsory minimum curriculum that affect the structural integrity of education system. Most of the European countries give autonomy to teachers in teaching methods. In Turkey, alternative teaching methods are given to the teachers in a detailed way in curriculum. It is thought that this study can be a source for future studies related to teacher and school autonomy.
