Abstract
AVRUPA BİRLİĞİ ÇEVRE İLKELERİ ÇERÇEVESİNDE İZMİR BÜYÜKŞEHİR BELEDİYESİ’NİN YAŞAM KALİTESİNE YÖNELİK ÇEVRE POLİTİKALARININ DEĞERLENDİRİLMESİ
Environmental problems have become multidimensional issues that directly affect urban life
and sustainable development. In this process, the protection of the environment and the
improvement of quality of life have become important responsibilities of local governments
through sustainable transportation, waste management, green area policies, and
environmentally sensitive urban practices. The European Union has developed environmental
policies based on sustainability, climate change mitigation, energy transition, and low-carbon
development for both member and candidate countries. As a candidate country to the European
Union, Türkiye has increasingly reflected these policies in local government practices, and
metropolitan municipalities have become important actors in environmental governance.
This study evaluates the environmental policies implemented by İzmir Metropolitan
Municipality to improve quality of life within the framework of European Union environmental
principles. The study analyzes the municipality’s strategic plans, activity reports,
environmental projects, and sustainability practices through the content analysis method.
Within this scope, policies related to waste management, sustainable transportation, renewable
energy, climate change mitigation, green space planning, and environmental awareness are
examined in relation to European Union environmental principles and sustainability objectives.
The results show that İzmir Metropolitan Municipality has gradually developed a more
integrated and sustainability-oriented environmental management approach in line with
European Union environmental principles.
