Abstract
KAMU YÖNETİMİNDE KRİZ YÖNETİMİ; ETKİLİ STRATEJİLER VE UYGULAMA MODELLERİ
Research examines the fundamental principles, effective strategies, and implementation models of crisis management in public administration. The ability to anticipate crises, manage them effectively, and ensure post-crisis recovery processes is crucial for the sustainability of public institutions. The crisis management process involves several stages, including the establishment of early warning systems, conducting risk analyses, strengthening decision-making mechanisms, and enabling public administrators to demonstrate leadership during crises. Moreover, institutional learning in the aftermath of a crisis is considered an essential component of the evaluation process.
Using the case of Turkey as an example, the study highlights the importance of preparedness and coordinated responses in public administration, particularly in the face of natural disasters, forest fires, and refugee crises. Crisis management in Turkey is predominantly carried out through a centralized structure, with key institutions such as AFAD, the Ministry of Health, and the Ministry of Interior playing leading roles during emergencies. However, issues such as limited coordination with local governments, insufficient transparency in public communication, and shortcomings in post-crisis recovery efforts point to structural weaknesses in the system.
In this context, the article suggests that increasing crisis management training, enhancing cooperation mechanisms between local and central authorities, and raising public awareness are essential steps toward building more resilient public institutions in Turkey. The study offers both theoretical insights and practical recommendations for developing a more effective crisis management framework in public administration.
