Abstract
KAPSAYICI KALKINMA PERSPEKTİFİ: ON İKİNCİ KALKINMA PLANI BÖLGESEL GELİŞME POLİTİKA VE TEDBİRLERİ ÜZERİNDEN BİR DEGERLENDİRME
In today’s sustainable development approach, the necessity of a multidimensional model that includes social equality and environmental responsibility, where economic growth alone is not sufficient, comes to the fore. In this direction, the inclusive development perspective that has developed is a sustainable development approach that covers all segments of society, aiming to provide a balance between economic growth, social justice and environmental sustainability. This approach aims not only to increase economic welfare, but also to encourage the participation of disadvantaged groups in development processes, to ensure the protection of natural resources and to strengthen central-local government relations. In this context, it offers a more just and participatory development vision where social inequalities are eliminated, environmental sustainability and economic growth are addressed together. In line with this vision, the study aims to examine the regional development policies and measures included in Türkiye’s Twelfth Development Plan (2024-2028) with an inclusive development perspective. In the study, the successes of inclusive development principles within the framework of the plan and the aspects that need to be developed are discussed based on secondary data analysis and descriptive analysis. The findings show that Türkiye has made progress towards achieving its inclusive development goals, while also pointing out areas for improvement to increase the participation of all segments, support environmental adaptation and strengthen inclusive policy mechanisms. The study contributes to Türkiye’s strategic planning towards sustainable development goals and provides an important basis for developing a stronger regional development model that focuses on inclusiveness.
