Abstract


THE POSSIBLE CONTRIBUTION OF IN-SERVICE TRAINING IN PUBLIC ADMINISTRATION TO PERSONNEL EMPOWERMENT
In terms of public administration, human resource is one of the most important elements of efficiency and productivity. This importance attributed to human resources has once again come to the fore with the changing management approaches in the globalizing world. In this process, it has emerged as a kind of necessity that employment of personnel who have gained competence in their institutions and organizations and gaining competence to the personnel in the system. At the same time, In-service training practices have been started to be discussed within the framework of the human resource management approach for the employed personnel. On the other hand, in-service training contributes to the empowerment of the personnel by increasing the competence of the employed personnel. As known, personnel empowerment is a process that enables individuals to retool for formal and cognitive competencies within management systems. However, since personnel empowerment in public administration is integrated with the concepts of delegation and participation, the expected benefit for the efficiency and productivity of the public service in empowerment cannot be achieved. The missing part of personnel empowerment in the public sector, in other words, the empowerment and motivation of personnel can be eliminated by activating in-service trainings. Unfortunately, there are no works in the literature that deal with these concepts together and examine them in public. Therefore, the study aims to investigate the links between the missing aspects of personnel empowerment initiatives in the public sector and the problems experienced in in-service training. In the study, firstly, the conceptual and theoretical framework regarding personnel empowerment and in-service training is given, and the possible contributions of in-service training to personnel empowerment in the public sector are discussed. Subsequently, various examples in the literature regarding the development of in-service training in the public sector and in-service training practices in Turkey are examined. As a result, it is seen that the in-service training problems reflected in the literature in Turkey are related to the deficiencies of personnel empowerment, especially at the cognitive level.
