Abstract
THE BIOGRAPHY OF CELEBIOGLU ABDULHALIM HAKKI, THE AUTHOR OF THE ATALAR SÖZÜ MECMUASI IN THE LIGHT OF ARCHIVE DOCUMENTS
The process of the registers of the curriculum vitae of the civil servants recruited within the Ottoman State organization, throughout their office were kept, were called the Sicill-i Ahval, and these register books were called the Sicill-i Umumi. In the Sicill-i Ahval Registers, the names of the personnel, the rank of the civil servant from the father of the civil servant, the rank of the civil servant from the well-known person, the inauguration to the office, the level of education, the degree of merit and qualification, and the nationality of the non-Muslim subjects were recorded. The Sicill-i Ahval Notebooks consist of 201 numbered notebooks and are kept in the Prime Ministry Ottoman Archives. In the Sicill-i Ahval Registers, the name and rank of the civil servant if their father was also a civil servant, if they were from a well-known and reputed family, which family they belonged to, their start of duty, their education level, their merits and qualifications, and if they were non-Muslims, their nationality was recorded. The register book, numbered 32 of which page 307 was allocated to Abdülhalim Hakkı. The related ledger consists of 502 leaves and is 31x43 cm in size. As is the custom, two pages are reserved for Abdülhalim Hakkı in the notebook, one page of which is filled and the other page is left blank. Although the records in this document do not fully cover the whole life of Abdülhalim Hakkı, it deals with his hometown, family and education status as well as his life in the Ottoman bureaucracy. In this article, the records about Abdülhalim Hakkı as an officer of the Ottoman Empire will be elaborated according to the records of the Sicill-i Ahval Commission.
