Abstract
EDUCATION OF GIFTED AND TALENTED INDIVIDUALS IN UNITED STATES, GERMANY AND TURKEY: A COMPARISON OF EDUCATION POLICIES AND ITS IMPLEMENTATIONS
In this study, the educational opportunities offered to gifted individuals in the United States (USA), Germany and Turkey, and the studies on the education policies and practices of the countries from the past to the present were compared with each other. The study was carried out using horizontal and descriptive approach methods. Educational practices for gifted individuals in all countries included in the study were examined under four headings (general situation, legislative regulations and special practices, identification of gifted people and their teachers). The data were obtained by the document analysis method and analysed with the same method. The findings obtained after the analysis were handled comparatively. Based on the results, suggestions are offered for the researchers. According to the data which has been gathered, education of gifteds in Turkey was brought to agenda with constitutions, government programs and development plans. Despite all the efforts, existing legal regulations isn’t compatible with the education of gifted individuals. In other countries, all attempts and studies in this area are supported by the education ministries. As a result, education policies and practices for the gifted in all three countries have been critically evaluated.
