Abstract
AN ASSESSMENT OF THE ROLE OF CENTRAL AND LOCAL GOVERNMENTS IN ENVIRONMENTAL MANAGEMENT
In the world of the last two centuries, environmental problems that have increased and become different due to industry and rapid urbanization and methods of combating these problems have always been discussed. As a result of globalization and decentralization, especially since the 1970s parallel with it, as well as environmental awareness and environmental rights of the third generation of collective rights on the basis of starting to be addressed, environmental problems, has become one of the priority issues of the interest of both states and international actors. In this context, especially since the 1980s, developments in Environmental Management in our country have gained momentum and environmental management has been tried to be realized through ministries and provincial organizations with the legislation created. In the following years, local values and local actors gained importance with localization, environmental problems were solved through units closest to the public, and “Axis change” was experienced in Environmental Management in favor of local governments. In this study, the changing roles, powers and responsibilities of Central and local governments in environmental management were discussed and how they have followed a course to this day. Therefore, in the study, it was attempted to determine how the duties and responsibilities of Central and local governments in the fight against environmental problems caused by rapid urbanization have changed in parallel with developments in the world by analyzing them at a theoretical level. In this context, after addressing the developments related to the environment and the environment, an environmental management model based on contemporary values was tried to be developed in order to effectively combat environmental problems.
