Abstract
AN ANALYSIS OF THE DEVELOPMENT OF SOCIAL WORK EXPENDITURES ON THE BASIS OF STRUCTURAL BREAKS: THE CASE OF TURKEY
Turkey has changed her economic direction with 24 January decisions and this led many socioeconomic and political problems. These problems triggered debates on state and the limits of market. In 90's, social state, social expenditures and social work issues became more popular and discussed very much, while economic shocks-crisis, political instability and teror attacks were experiencing. In the scope of this study the improvement of public social expenditures are analysed with Bai-Perron (BP) unit root test which includes multi internal structural breaks. Social expenditures Data, covers 1980-2014, has taken from Organisation for Economic Co-operation and Development (OECD) social expenditures SOCX database. According to the BP test results public social expenditures data has structural breaks on 1985, 1990, 1996, 2003 and 2009. These break dates, which occurs in every 5-7 years, shows that Turkey's public social expenditures are effecting by internal and external factors and socioeconomic and politic dynamics.
