Abstract
THE EXAMINATION OF FOREIGN LANGUAGE EXAM AS GERMAN ASSESSMENT INSTRUMENT
Assessment and evaluation process has a special importance by foreign language teaching as purpose content, teaching circumstances which constitute the basic items of curriculum because assessment and evaluation process inform us about convenience of curriculum, attribution of teaching process as well as level of achievment of learners. First of all by foreign language, to be able to carry out reliable measurements and to be able to decide correctly about the applicants which depends on these measurements, a proper assessment instrument must be prepared. In Turkey there are critical problems by assessting knowledge of foreign language as well as teaching foreign language. In our country, till now some different foreign placement examinations were held under the name of KPDS, UDS, TUS, DUS, which depend on place of use of point to be taken. Associated with the regulations, which is about the principles and procedures and is passed at 04.01.2013, all these exams are called YDS (foreign language placement test). In this research it is examined, whether YDS, which is carried into practice recently as foreign language placement test in Turkey, serve an intended purpose for german language assessment instrument or not and also why its name is changed and associated with this whether something in content of the exam is changed is examined. Under the light of education and training regulations of ministry of national education, it is searched that whether YDS as German exam is eligible to evaluate language knowledge, also characteristics of questions and their distrubution, viability and whether all four skills are included or not. In Addition to that which proficiency field must be examined by the foreign language assessment instrument is announced. Adequate and missing parts of the exam are examined and introduced concrete suggestions in order to increase the validity of the exam.
