It is obvious that states invented by human beings. How states emerged, or how social groups survive without living under the state as a political organizations; at least they even were either in need for political organization or not. Thus, there are different theories about those issues on questions about state invention, which studies civilizations of the world, sometimes rival and sometimes constituted each other. I have tried to test these theories with different examples. In terms of this study, different from theories rooted from European, Mesopotamian or Chinese civilization, another civilized political system, the Incas, was analyzed. Perspectives from these theories, the political organization established by the Incan civilization is rewieving its a state or a chieftaincy and to work on answering questions such as if it is counted as state, when and how it is placed.
