Abstract


POLICY COUNCILS IN THE PRESIDENTIAL GOVERNMENT SYSTEM: AN EVALUATION THROUGH SOCIAL POLICY COUNCILS
The parliamentary system has been replaced with “Presidential Government System” as of 2018 in Turkey. Bringing a very radical change along with it, this replacement stands out as a result of the long-lasting discussions on government system. However, it is not possible to state these discussions are over. Numerous questions regarding the new system come to mind. Therefore, it is necessary to analyze the new system in different perspectives. In the studies within the literature, mostly evaluations, identifications and suggestions have been made within the framework of law and democracy by emphasizing on the relationship between the powerful enforcement with legislation and jurisdiction. The aim of the study is to analyze policy councils which have been rather less emphasized and are seen as one of the important changes as a part of the new government system. Significant authorities and duties were given to these councils which will be directly working with the president in terms of making policies and strategies within their own area of responsibilities. Within the scope of the duties and powers of policy councils, it could be stated that they have become an important actor of the public policy making process in Turkey. In this context, the functioning and the place of the policy councils are addressed and evaluated in the case of the Social Policy Councils in the study.
