Abstract
ONE OF THE BREAKING POINTS OF POWER OF BUREAUCRACY IN TURKEY: DEPUTY MINISTER
Bureaucracy and political relations are among the topics that are constantly debated in state administration. The deputy minister is an important authority in relationship between bureaucracy and politics.The deputy minister is a bureaucratic and political authority, which is in a position between the minister and the undersecretary, which operates in accordance with the minister. The deputy minister is applied in many countries of the world such as Germany, Finland, USA, UK, France. The deputy minister in Turkey has been passed along with the Decree Law No. 643 in 2011. Turkey has adopted a deputy minister similar to Germany and Finland. The deputy minister in Turkey is regarded as one of the break points of the power of the bureaucracy. In this study, firstly, the evaluation of the applications of the deputy ministers in different countries will be briefly discussed. Then, the cases in which the deputy minister application in Turkey emerges will be discussed. In the final part of the work, a discussion will be held on how the deputy minister affects the position of the undersecretary and how his results are reflected in the system. In this context, the reasons why the deputy minister is one of the break points of the bureaucracy in Turkey will be explained. Evaluations will be made in the context of this discussion. This study aims to contribute to the literature of Turkish bureaucracy with the conclusions reached by considering the effect of the deputy minister on the system.
