Abstract
KAMU KURUMLARININ YÖNETİMİNDE TOPLAM KALİTE YÖNETİMİ UYGULAMALARI ÜZERİNE BİR LİTERATÜR ARAŞTIRMASI
In 1980 and afterwards, great changes have been experienced in the world, intensive progress has been made in information communication and technologies, and human needs have diversified and increased with the increasing population. As a result, various management approaches have emerged in both public and private sectors and institutions, organisations and enterprises have started to take them into consideration in their management structures. In particular, Total Quality Management practices applied in the private sector and successful results have been obtained; Efficient, effective, fast, economical, qualified and quality services have been tried to be implemented by public institutions in search of providing efficient, effective, fast, economical, qualified and quality services. In this context, public institutions have started to keep up with these practices and to carry out studies in this direction. In this study, TQM practices tried to be implemented in both local units of public institutions and provincial units of the central administration were examined by reviewing the literature. A general evaluation has been made in the context of the problems experienced by public institutions in the process of transition to TQM and successful results in the applications and suggestions have been made for public institutions and a general evaluation has been made. As a result of the research, it was evaluated that public institutions have made the necessary studies and arrangements for TQM, but could not fully implement it due to some deficiencies.
