Abstract
FOURTH INDUSTRIAL REVOLUTION, SMART CITY, NEW HUMAN: AN ASSESSMENT IN THE CONTEXT OF POSSIBILITIES, NEGLECTS AND PROBABILITIES
The First Industrial Revolution is the reason for the emergence of the modern city, which has become widespread all over the world today. The second industrial revolution that followed the revolution represented by the steam engine was the determinant of electricity. Computer is the symbol of the third industrial revolution and has its greatest impact on cities. The Fourth Industrial Revolution is a period of artificial intelligence. Artificial intelligence is defined as the acquisition of understanding and learning skills in computer programs. The main feature of the Fourth Industrial Revolution is that the management, which has the authority to make decisions, will be transferred to the machines. With the introduction of artificial intelligence into every area of urban life, it is assumed that the modern city will be wise. Smart cities mean the perfecting of the functions of the cities by being digitalized. In this study, after explaining the fourth industrial revolution and its features, the effects of this period in cities will be discussed. In the context of smart cities, the opportunities and risks that digitalization will bring to urban life will be emphasized. In this process, the study will be completed by discussing the alleged change in human nature.
