Abstract


TRANSFORMATION OF THE PUBLIC PERSONNEL MANAGEMENT SYSTEM IN THE PRESIDENTIAL GOVERNMENT SYSTEM: APPOINTMENT OF SENIOR PUBLIC OFFICIALS
Democracy's health and ability is the most fundamental element that ensures the legitimacy of today's governments. It only makes sense when it is not filled to be democratic. In this context, one of the most important elements of democracy today is the separation of forces. Some scientists even emphasize that a sharp distinction is imperative. Looking at the framework of the Position, the division of forces in different government systems is interpreted differently. This distinction, in a sense, has led to the formation and organization of these systems. There are two main systems and a hybrid government system applied by the democratic regimes in the world. These government systems are considered as a parliamentary or presidential one in a certain classification and a semi-presidency as a model of France as a hybrid model. The role of legislative, executive and judicial roles and the place where the bureaucracy is placed against them and the attitude that they take are the basic equipments that show the functioning of the government system, even though it is the system presidency that the division of power is the sharpest when evaluated in this framework. The appointment of senior civil servants of the new system by taking system of government that occurred in Turkey in this framework and will focus on the work they brought in the context of the dismissal. It also works with a strong bureaucratic tradition of how the return and exchange will live with the new system in Turkey and what you will encounter such ease and difficulty will seek to answer the questions and how the possible senior officer appointments and dismissals methods will be discussed.
