Özet
Yeni bir Osmanlı siyasal sisteminin oluşmasında III. Selim dönemi ve sonrası baz alınarak düşünüldüğünde dönemsel ıslahatlar ve farklı alanlardaki gelişmelerin, Avrupa bazlı modernleşmelerin etkisinin Osmanlı devlet anlayışındaki geleneksel yönetimin modern yönetim anlayışa geçişinde önemli etkileri olmuştur. Askeri ıslahatlar ile başlayan bu süreç ekonomik toplumsal ve siyasal anlamda yapılan uygulamalarla bürokratik ve otoriter olan devlet sisteminin yumuşamasına ve zamanla halkın etkili olduğu yeni bir yönetim anlayışına doğru evrilmesini sağlamıştır. III. Selim döneminden itibaren başlayan ıslahat hareketleri ve Nizamı Cedit’in oluşturulmasından sonra I. Dünya Savaşına kadarki dönemde osmanlı devletinin siyasal sisteminin ortaya çıkışında en az dört farklı modernleşme süreci olduğu söylenebilir. Bunlar; askeri modernleşme, siyasal modernleşme, ekonomik modernleşme ve toplumsal modernleşmedir. Bu boyutlar dönemlere göre farklı ağırlıklara sahip olsa da genel olarak halk üzerinden başlamış ve mevcut düzenin yeniden şekillendirilmesine yönelik olarak yapılmıştır. Bu bağlamda modernleşme çalışmaları kendini ağırlıklı olarak III. Selim dönemi ve sonrasıdan itibaren daha çok hissettirmiştir.

Abstract
In the creation of a new Ottoman political system, III. Selim period and after considering the periodic basis of reforms and developments in different areas, European-based understanding of the impact of the traditional Ottoman State modernization management of modern management understanding transition effected. Military reforms are starting this process with economic social and political sense of the bureaucratic and authoritarian State with applications made to the system to be effective in people over time, soften and a new management concept has provided the right evrilmesini. III. Selim starting from the intermittent movements and the order of the first World War after the creation of the Cedit period the Ottoman political system of the State in at least four different emergence can be said that the process of modernization. These are; military modernization and social modernization, political modernization, economic modernization. These dimensions have different weights by periods in general public started over and made available as for the shaping of the new order. In this context, mainly the modernization work itself III. Selim period and made more from the post.
