Özet
إن من حكمة الله تعالى في تشريعه أن جعله صالحًا لإدارة الحياة في كل زمان ومكان، بالرغم من علمه سبحانه أن نصوص هذا التشريع معدودة ومحدودة، بينما أحداث الواقع متغيرة ومتجددة، ولا تنتهي إلا بانتهاء الحياة على وجه الأرض، وذلك بتهيئة وتيسير السبل للعلماء الأفذاذ الذين ينهضون بمهمتهم في بيان أحكام هذا التشريع بيانًا يلائم كل زمان وكل مكان، بما لا يتعارض مع النصوص القطعية، ولا يخل بأي مصلحة شرعية معتبرة؛ وممن منَّ الله تعالى عليهم، وأكرم الأمة بهم ليقوموا بهذه المهمة فضيلة الشيخ الدكتور عبد الستار عبد الجبار، الذي نظر إلى الواقع نظرة فاحصة دقيقة، نَظَرَ الفاهم المدرك لكثرة مشاكله ونوازله المعاصرة، والتي اختلطت أحكامها وتباينت في نظر عامة الناس، وتنتظر من يبين لهم أحكامها الشرعية الصحيحة الشافية؛ ليعبدوا الله تعالى على بصيرة، فقام الدكتور عبد الستار بهذه المهمة الكبيرة بعزيمة صادقة، فأجاب عن بعض المسائل التي يكثر الكلام حولها، ثم جمعها في كتاب لطيف دقيق، يحتاجه كل مسلم في واقعنا الحالي، ليعم نفعه كافة المسلمين، وسمى كتابه: "الأحكام الفقهية للنوازل العصرية"، حيث يذكر فيه المسألة بنصها كاملًا ممن سألها، ثم يمهد للحكم ببيان الأمور المتعلقة بهذه المسألة من الناحية الشرعية والواقعية، ثم يبدأ ببيان الحكم فيها مفصلًا، ويؤيد هذا الحكم بالأدلة الشرعية المعتبرة، مفصلًا أحيانًا وموجزًا أحيانًا أخرى، ومختصرًا بحكمها أحيانًا أخرى، وذلك كله بأسلوب بسيط مفهوم دون تعقيد. كما إنه يوثق الأقوال والأدلة بنسبتها إلى مصادرها الصحيحة، عازيًا الآيات لسورها، ومبينًا درجات الأحاديث النبوية بدقة، ذاكرًا للمصادر المعتمدة في كل مذهب من المذاهب الفقهية.

Abstract
It is the wisdom of God, in his legislation, to make him fit to manage life in every time and place, even though he knows that the provisions of this legislation are numerous and limited, while the events of reality are changing and renewed, only ending with the end of life on Earth, by creating and facilitating ways for the smart scientists who carry out their mission to make the provisions of this legislation a statement appropriate to all times and all places, not to the contrary. Almighty God, the nation is honoured to carry out this task, the Almighty of the Sheikh, Dr. Abdel-Sattar Abdul-Jabbar, who took a careful look at the reality. For God's sightedness, Dr. Abdul Sattar did this big job with sincere resolve, answered some of the issues that he frequently talks about, and then collected them into a nice, precise book that every Muslim needs in our present reality, to the benefit of all Muslims, he called his book: "The doctrinal provisions of modern update" The question is mentioned in its full text by the person who asked it, then it is prepared to state the legal and factual issues related to the matter, and then it begins with a detailed statement of the judgement. The judgement is supported by legal evidence that is considered, sometimes detailed and sometimes brief, and sometimes abbreviated by others, all in a simple, understandable, uncomplicated manner. It also documents statements and evidence in relation to their proper sources, giving the verses to their Suras, and showing the degrees of prophetic talk accurately, recalling the sources adopted in each doctrine of jurisprudence.
