Özet
Bu araştırmanın amacı; sınıf öğretmenlerinin ilkokul basamağında uygulanan Sosyal Bilgiler dersi öğretim programının kazanım, içerik, öğrenme öğretme süreci ve değerlendirme boyutlarına ilişkin görüşlerini belirleyebilmektir. Araştırma, nitel yöntemde kullanılan durum çalışması deseni kullanılarak gerçekleştirilmiştir. Araştırmanın çalışma grubunu Ankara ili Etimesgut ilçesinde görev yapan ilkokul 4. Sınıf okutan 7 sınıf öğretmeni oluşturmaktadır. Araştırma verileri yarı yapılandırılmış görüşme formu kullanılarak odak grup uygulaması ile toplanmıştır.
Araştırma bulguları; katılımcıların ilkokul Sosyal Bilgiler dersi programında yer alan kazanımların nitelik açısından yeterli bulduklarını bununla birlikte programda kazanımlar için önerilen süreyi yetersiz bulduklarını ortaya koymuştur. Sosyal Bilgiler programında yer alan ünitelerin kazanımlarla ilişkili olduğu fakat ders kitaplarının bu düzeyde olmadığı ve dijital içeriklerin eksikliği sonucuna ulaşılmıştır. Araştırmanın bulgularına göre programda yer alan yöntem, teknik ve etkinliklerin öğrenme-öğretme sürecinde yetersiz olduğu; alternatif ölçme araçlarının geri planda kaldığı ve yine programda yer alan açıklamaların sınırlı olduğu belirtilmiştir. Araştırmada elde edilen bulguların analizi sonrasında ulaşılan sonuçlar; Sosyal Bilgiler dersi öğretim programında yer alan kazanımların yeterli ve dengeli olduğu, bunun yanında programın dijital içeriklere yer verilecek şekilde revize edilmesinin öğrenci ve öğretmen ihtiyaçları doğrultusunda değişen yeni eğitim anlayışına göre düzenlenmesi, programın işlevselliği ve etkililiği açısından önemli olacağı görülmüştür.

Abstract
The aim of this study is to determine the opinions of classroom teachers on the acquisition, content, learning-teaching process and evaluation dimensions of the Social Studies curriculum implemented at the primary school level. The research was carried out using the case study design used in qualitative methodology. The study group of the research consists of 7 primary school 4th grade teachers working in Etimesgut district of Ankara province. The research data were collected through a focus group application using a semi-structured interview form.
The findings of the study revealed that the participants found the objectives in the primary school Social Studies curriculum to be sufficient in terms of quality, however, they found the time recommended for the objectives in the curriculum to be insufficient. It was concluded that the units in the Social Studies programme were related to the outcomes, but the textbooks were not at this level and there was a lack of digital content. According to the findings of the research, it was stated that the methods, techniques and activities in the programme were insufficient in the learning-teaching process; alternative measurement tools were in the background and the explanations in the programme were limited. The results obtained after the analysis of the findings obtained in the research; It was seen that the achievements in the Social Studies course curriculum are sufficient and balanced, in addition, revising the curriculum to include digital content in line with the needs of students and teachers according to the changing new educational understanding will be important in terms of the functionality and effectiveness of the curriculum.
