Abstract


DEMOKRASİ KAVRAMI VE SEÇİMLER
The basis of the democratic regime is human rights, freedom of expression, the rule of law, personal freedoms and regular elections. In multi-party democracies, the primary objective of parliamentary elections is to determine which parties or parties will rule the country for a certain period of time. This function of the electoral system is called the benefit principle. When the election results in the emergence of a parliamentary majority in which a government can find the opportunity to manage the country in a stable way, this principle is called the stability principle, in other words, the manageability principle or the stability principle in the administration. Election systems should be evaluated in terms of the principle of justice in representation. The principle of fairness in representation is called the representation of the party or independent candidates in the parliament in proportion to the power of votes cast. Trying to bring these two principles together in a synthesis that have completely different objectives with each other has led to the emergence of many different electoral systems (Türk, 2006: 77).
