Abstract


SOFT POWER IN AFRICA: CHİNA EXAMPLE IN THE CONTEXT OF CULTURE, POLİTİCAL VALUES AND FOREIGN POLICY
In these days where rigid power policy has been inefficient in international politics, nations have been using soft power policy as a foreign policy strategy to give a weaker perception of a treat against them. Soft power concept- that has been contributed to the literature by Joseph Nye- is shortly described as an attractive power that enables a country to get in a desired place in world politics by making other countries admire their values, making an example of themselves, get them envy to their opportunities and welfare level. China has the fastest economical and political growth rate in the quarter century and is using the soft power policy in a great scale. Africa has the 24% of the world’s ground, over 1 million population and the richest natural resources: which makes it important for China’s policies. It is known that China has been applying soft power policies on Africa in many fields. China has been making many moves on every field they can: trading, industrial, agriculture, education, health, technology, media, communicationandso on to gain favors in Africa and from its looks has been crowned with succession. In this article we look upon to the soft power policy that has gained an importance in international politics and the relevance in China’s soft power policy against Africa. When the Chinese soft power in Africa is being examined, the soft power factors that are described as foreign policy, culture and political values by the creator of the term, Nye is also analyzed and finally we will evaluate weather China was successful on its policy.
